Public safety is our top priority. The Torrance Police Department strives to provide all community members with a safe and positive experience when visiting Torrance. We are united with all of our community partners and oppose any individuals who come to Torrance to disrupt or violate the law.
The Torrance Police Department will continue to maintain our dedicated presence at the Del Amo Fashion Center, which includes marked black and white police vehicles, motor officer units, and police officers on foot patrol, supported by the Torrance Police Department Real Time Response Center and the Drones as a First Responder program. We encourage our community members to stay engaged and sign up for TorranceAlerts to receive emergency notifications and up-to-date information regarding Torrance. In addition, our community members are invited to engage directly with Chief Jay Hart in a "CHAT" with the Chief, which is held every month.

Torrance Mayor George K. Chen along with Torrance Police Chief Jay Hart share a message regarding public safety following an incident at the Del Amo Fashion Center on December 30th where a large group of juveniles were engaging in disruptive behavior.

Torrance Mayor George K. Chen along with Torrance Police Chief Jay Hart released a joint statement in response to an incident at the Del Amo Fashion Center on August 24 where a large disruption was reported near the outdoor promenade of the shopping center.

As the holiday season approaches, the Torrance Police Department continue to actively monitor and respond to incidents in and around the Del Amo Fashion Center, amongst other retail businesses in the City to ensure the safety and security of its residents, businesses and visitors. By using High Visibility Foot Patrol and increasing police deployment over the past 6 months, the Torrance Police Department has significantly reduced the amount of crime in these areas. Thanks to the collaboration of community partners, including local businesses, neighborhood watch groups, and residents who remain vigilant, the Torrance Police Department continues to provide a safe environment for everyone to enjoy the festivities around the holiday seasons. Since January of 2023, the Torrance Police Department has developed a number of strategies to keep crime down including:

Retail Task Force
UPDATES:
- On December 11, 2023, Detectives from the Torrance Police Department and the LAPD Organized Retail Crime Task Force held a presentation at Del Amo Fashion Center for retail business owners, managers, loss prevention officers, and various Del Amo employees to share insights and strategies to ensure a safe holiday season. Collaborations like these between law enforcement agencies and businesses are essential for creating a safe and secure environment.
- On November 16, 2023, the Torrance Police Department and the LAPD Commercial Crimes Division conducted a shoplifting operation within the City of Torrance. Law enforcement officers from the City of Santa Monica and Los Angeles Police Departments assisted with the operation.
Here are just some of the instances where the Torrance Police Department's efforts have kept the City safe.
Night patrol responded to an armed robbery at a local business. As officers were en route, they located the suspects attempting to flee and a vehicle pursuit ensued. Ultimately, officers conducted a PIT maneuver and safely detained both suspects. Several thousands of dollars were recovered as well as two firearms inside of the suspects’ vehicle.

Officers received a report of a grand theft that had just occurred. As units responded, dispatchers broadcasted that 5 female suspects exited the store with trash bags full of merchandise and provided a description of the vehicle they fled in (stolen from another city). Officers located the vehicle and attempted a stop but the driver continued until becoming stuck in traffic. All 5 suspects then fled on foot. 3 out of 5 were detained and arrested. Within the stolen vehicle, officers located thousands of dollars in stolen merchandise.

TPD officers maneuvered patrol vehicles to block and contain suspects attempting to steal a vehicle at the mall. The attempted car theft was observed by TPD officer while patrolling the Mall. Additional officers arrived on the scene and successfully detained all suspects involved. An investigation revealed evidence of organized retail theft and multiple items of stolen property from various locations within the mall. The suspects were arrested without incident.

Evening patrol responded to a retail store after dispatchers broadcasted that several repeat offenders had walked in, grabbed merchandise worth over $1,000 before exiting without paying. Officers arrived just as the suspects were attempting to enter an awaiting U-Haul truck with the stolen items. All were safely detained and arrested.
