The Beach Cities Health District (BCHD) is a healthcare district serving the communities of Hermosa Beach, Manhattan Beach and Redondo Beach. BCHD proposed to construct a bicycle path and bicycle lanes primarily in the City of Torrance public right-of-way on Flagler Lane between Beryl Street and Diamond Street. On November 7, 2022, the City's Traffic Commission held a meeting to obtain public input. Due to significant opposition received from Torrance residents via email and speakers at the meeting, the Public Works Department decided not to allow construction of the proposed project.

The City received 115 emails total in which 79 emails indicated opposition to the project. At the Traffic Commission Meeting, 14 speakers opposed the project and only 3 supported it.

The Contractor for the project has set up fencing at the City boundary line. All work for this project will be restricted to the Redondo Beach City Limits.

Yes, cyclists and pedestrians can currently access and use the roadway. No vehicle traffic is allowed. The roadway is paved and has a sidewalk along the east side.
