METRO'S C LINE (GREEN) EXTENSION TO TORRANCE

9/28/23 - Los Angeles County Supervisor Holly Mitchell's motion to move the decision on the C-Line alignment to January, 2024 has passed.

​Due to recent board motion from LA County Supervisor Holly Mitchell to add more communities meeting for this project, the Torrance City Council Meeting to Discuss C-Line Extension to Torrance will be moved to later date (TDB)

LA Metro is bringing light rail to the South Bay by extending the Metro C (Green) Line from the Redondo Beach (Marine) Station to the Mary K. Giordano Regional Transit Center. 

As part of the process, Metro has prepared a Draft Environmental Impact Report (EIR) to study the options. The Torrance City Council unanimously supports the plan to keep the light rail line on Metro's Right-of-Way with Elevated/At-Grade Option and off of Hawthorne Blvd.

Would follow the existing Metro Right-of-Way and would include a combination of elevated and at-grade segments between Redondo Beach and the Mary K. Giordano Regional Transit Center in Torrance.
  • Most cost-effective option
  • Utilizes existing rail Right-of-Way tracks
  • Will not encroach on the 405 freeway
  • Avoid project delays
  • Avoid traffic and parking impacts on Hawthorne Blvd. in Torrance
  • Completed Fall 2033 with a total cost of $1.96 billion (could be prioritized for 2028 Olympics)

The Trench Option follows the existing Metro Right-of-Way between the Redondo Beach Station and 190th Street, and would include a combination of trench and at-grade segments.
  • Could cause project delays
  • Would require major construction to create below-grade trenches
  • Will not encroach on the 405 Freeway
  • Avoids impacts on Torrance businesses and residents near Hawthorne Blvd.
  • Completed early 2036 with a total cost of $2.84 billion

The Hawthorne Blvd. option is an elevated train with overheard rail structures along the center of Hawthorne Boulevard extending from the I-405 Freeway south to 190th Street where it would re-enter the railroad Right-of-Way. 
  • Inconsistent with voter-approved funding initiatives 
  • Could cause significant impacts to local businesses and the economy, including loss of over $1 million in City sales tax revenue.
  • Creates accessibility issues and could add 1/2 mile or 10-minute plus walk to the Redondo Beach Transit Center
  • May require encroachment of the 405 Freeway
  • Potential impacts for noise and vibrations during construction
  • Completed Fall 2035 with a total cost of $2.96 billion
