The City of Torrance is deeply disappointed by today's Metro Board vote to advance the Hawthorne Boulevard option for the K Line/C Line Extension project.
Since the inception of this project, Torrance has consistently supported the Locally Preferred Alternative (LPA), which proposed a new passenger rail service within Metro’s existing railroad Right-of-Way (ROW), using an established rail corridor rather than constructing a new line through Hawthorne Boulevard. This position reflected extensive community input and the clear priorities of Torrance residents, local businesses, and the broader South Bay.
While we respect Metro's process, the City remains highly concerned about the real and significant impacts this decision will bring to our community. Torrance is the third-largest sales tax generator in Los Angeles County and home to the Del Amo Fashion Center, the largest shopping center in LA County and the second largest in California. Hawthorne Boulevard serves as the primary gateway to these businesses and regional destinations, carrying approximately 70,000 vehicle trips daily. The Hawthorne Boulevard option is projected to jeopardize over $28 million in annual sales tax receipts to Torrance and nearly $164 million in annual impacts to LA County schools and services that depend on regional sales tax revenue. The City is committed to protecting our local economy and minimizing impacts to residents and businesses as this project moves forward.

Torrance, Calif., January 21, 2026 – With a critical Los Angeles Metro Board vote approaching Thursday, January 22, 2026, the City of Torrance is urging Board members to reject the last-minute counter-motion that would devastate the regional economy, costing taxpayers nearly $800 million more, crippling the South Bay’s primary commercial gateway.
The City strongly supports Metro staff’s recommended Hybrid Locally Preferred Alternative (LPA) for the C/K Line Extension to Torrance, a long-planned project that would finally deliver a direct rail connection to the South Bay while minimizing impacts to residents, businesses, and regional mobility.
“For decades, L.A. Metro had the vision to improve mobility and reduce congestion by extending light rail incrementally. The Hybrid Locally Preferred Alternative along the existing Metro Right-of-Way is the most practical and common-sense approach, offering the shortest construction schedule and lowest cost,” said Torrance Mayor George K. Chen. “This path has the least impact on the South Bay as a whole, avoids negative effects on businesses and residents, and builds on prior investments to deliver real benefits to our communities sooner rather than later.”
At an estimated $2.7 billion, the Hybrid LPA is nearly $800 million less than the proposed Hawthorne Boulevard Alternative, which carries a projected cost of $3.4 billion. The Hybrid LPA allows the project to be completed sooner, with an anticipated opening in March 2036 compared to December 2036 under the Hawthorne Boulevard option.
Torrance and neighboring South Bay cities represent one of the largest economic and employment centers in Los Angeles County without a direct rail connection. Torrance is the third-highest sales tax-generating city in the county and home to Del Amo Fashion Center, the largest shopping center in the region and second largest in California, attracting visitor volumes comparable to Disneyland and generating billions of dollars in economic activity that support jobs, schools, and public services across the region.

The LA Metro Planning and Programming Committee is scheduled to vote on the Metro C/K - Line Extension to Torrance next Wednesday, January 14th, at 11am. At this meeting, the Committee is anticipated to vote to recommend either the Locally Prefer Alternative option, which is using the train right-of-way or the fully elevated train down the middle of Hawthorne Blvd. This Committee will then recommend the option to the full Metro Board, which is scheduled for Thursday, January 22, 2026 at 10am.

Metro is extending light rail service from Redondo Beach (Marine) Station to the Mary K. Giordano Regional Transit Center in Torrance, adding 4.5 miles of new track and projected to serve 11,500 daily riders by 2042. This extension will operate as the southern continuation of the K Line from Redondo Beach (formerly C Line) in the future.
The Final Environmental Impact Report (EIR) has been released. The Final EIR includes a detailed description of the Hybrid Alternative (referred to as the 170th/182nd Grade Separated Light Rail Alternative), selected by the Metro Board in May 2024. The Final EIR also responds to public feedback received during the Draft EIR review period and includes refined plans based on design refinements, as well as clarifications, corrections, and revisions to the Draft EIR.

On Thursday, May 23, 2024, the LA Metro Board adopted to move forward with the Right-of-Way (ROW) Hybrid Alternative as the preferred alignment, which would extend the C Line roughly 4.5 miles from Redondo Beach toward new stops adjacent to the Redondo Beach Transit Center and the Mary K. Giordano Regional Transit Center in Torrance. C-Line extension to Torrance will operate as the K-Line in the future when it opens.
The ROW Hybrid Alternative will operate fully within the existing Metro-owned right-of-way along a historic freight rail corridor. However, this alternative will have grade separating crossings at 170th and 182nd Streets. This means that the C Line extension will operate completely segregated from automobile traffic.
