DEL AMO ENCROACHMENT

Del Amo Boulevard Encroachment Matter
The City of Torrance owns a narrow strip of land (Parcel No. 7352-006-901) located immediately north of single-family residences along Del Amo Boulevard, east of Madrid Avenue. This parcel measures approximately 8 feet by 4,000 feet. Recently, the City discovered that 13 private properties have encroached onto this City-owned land.

The City Council has directed staff to engage with affected property owners to resolve the encroachment issue, including the possibility of selling portions of the land.

Next Steps

1. Community Meeting – The City hosted a community meeting on March 6, 2025, to inform affected property owners and gather input.

2. Land Survey – The City’s land surveyor will conduct fieldwork to complete a detailed survey of the parcel.

3. Individual Property Owner Meetings – The City will schedule one-on-one meetings with affected property owners to review the survey results and discuss potential solutions to resolve the encroachments.

4. Property Line Adjustments
  • ​​​If agreements are reached, the City will initiate a Division of Lot (DIV) application to adjust property lines.
  • This step includes preparing a legal description and map exhibit based on the survey.

5. Official Map & Sale Preparation – The City will develop an Official Map with legal descriptions and exhibits for the proposed property sales.

6. Final Approvals & Property Sale
  • The City will submit the Division of Lot (DIV) application in compliance with the California Subdivision Map Act.
  • The Torrance City Council will consider approving the Purchase Agreements, Division of Lot application, and declare the land Surplus Exempt, allowing the property sales and lot consolidations to move forward.
